El Mirage Road Extension
Loop 303 to Jomax Road

Design Concept Report and Environmental Assessment

The City of Peoria—in cooperation with the Arizona Department of Transportation (ADOT), the Maricopa Association of Governments, Maricopa County and other agencies—is advancing efforts to extend and  improve El Mirage Road between Loop 303 and Jomax Road to accommodate traffic needs. Improvements include: 

  • Extending and widening El Mirage Road from Loop 303 to Jomax Road. 

  • Constructing bridge crossings over McMicken Wash and the Beardsley Canal. 

  • Adding signalized intersections at El Mirage and Happy Valley roads and improving other El Mirage Road cross-street intersections between Loop 303 and Jomax Road. 

 

An engineering and environmental study was recently completed for the project, which included  a Design Concept Report (DCR) and an Environmental Assessment (EA), in compliance with the National Environmental Policy Act (NEPA). In December 2025, ADOT issued the Final EA with a Finding of No Significant Impact (FONSI). These documents, and the final DCR, are available for review under the Resources tab. 

With issuance of the FONSI, this project is now able to move into the final design phase. Details about public involvement opportunities during final design will be announced in the future. To stay informed, subscribe for email alerts here

​​The environmental review, consultation and other actions required by applicable Federal environmental laws for this project are being or have been carried out by ADOT pursuant to 23 USC 327 and a Memorandum of Understanding dated 06/25/2024 and executed by the Federal Highway Administration (FHWA) and ADOT.
