Loop 303 to Jomax Road

Design Concept Report and Environmental Assessment

The city of Peoria - in cooperation with the Arizona Department of Transportation (ADOT), the Maricopa Association of Governments (MAG), the Maricopa County Department of Transportation, the Flood Control District of Maricopa County, and the Maricopa Water District - is evaluating improvements to El Mirage Road between Loop 303 and Jomax Road to accommodate current and projected traffic needs. This project includes preparing a Design Concept Report (DCR) and an environmental study known as an Environmental Assessment (EA) in compliance with the National Environmental Policy Act (NEPA).

The proposed improvements include:

  • The two-mile extension of El Mirage Road from Loop 303 and Jomax Road.

  • Constructing crossings over McMicken Wash and the Beardsley Canal.

  • Adding signalized intersections at El Mirage and Happy Valley roads.

 

The DCR and EA will build upon the El Mirage Road: SR303L to Jomax Road Feasibility Study completed by MAG in June 2022 and identify a Preferred Alternative. 

If the EA results in a Finding of No Significant Impact (FONSI), a final roadway design and implementation plan will be prepared. The proposed improvements identified in the final roadway design may be constructed based on the availability of future funding.

The environmental review, consultation and other actions required by applicable Federal environmental laws for this project are being or have been carried out by ADOT pursuant to 23 USC 327 and a Memorandum of Understanding dated 06/25/2024 and executed by the Federal Highway Administration (FHWA) and ADOT.
